Governor Northam: “I am deeply sorry to hear of the passing of Governor Gerald Baliles. “As the 65th Governor of Virginia, he understood and valued the role government can play in improving citizens’ lives. He transformed Virginia’s transportation infrastructure, signed Virginia into the Chesapeake Bay agreement under which we still operate today, and focused on expanding access to higher education, among many other accomplishments. “Governor Baliles fought for rural Virginians, promoted civil discourse, and was the epitome of a true public servant. “While his accomplishments in office were, and remain, impressive, I will miss him for the kind ear and the sound advice he was always willing to give to me. Pam and I send our deepest sympathies to his wife, children, and loved ones. “I have directed that Virginia state flags be flown at half-staff in Governor Baliles’ honor for the next 30 days.”
CONNECTICUT: NOVEMBER 26, 2019 - In honor of State Representative Linda Orange
Governor Ned Lamont today announced that he is directing the flag of the State of Connecticut to be lowered to half-staff in honor of State Representative Linda Orange (D-Colchester, Lebanon, Windham, Mansfield), who passed away today. State flags should be lowered beginning immediately until sunset on the date of interment, which has not yet been determined. “Linda Orange truly loved serving the people of her district – it was her passion and she always kept her constituents at the forefront of all her efforts,” Governor Lamont said. “She had an undeniably witty sense of humor and a charming character that brightened even the gloomiest of days. In particular, she will be remembered as being one of the most ardent champions advocating on behalf of our state’s first responders. She did lasting good work for Connecticut, and she will be missed.” The Office of the Governor will send out a notification when flags should be returned to full-staff.
NORTH CAROLINA: NOVEMBER 21 - 23, 2019 - In honor of Northampton County Sheriff's Deputy Makeem Brooks
Governor Roy Cooper today ordered all North Carolina flags at state facilities to be lowered to half-staff immediately through sunset on Saturday, November 23 in honor of Northampton County Sheriff's Deputy Makeem Brooks who died in the line of duty on Wednesday, November 13. Deputy Brooks, who lived in Rocky Mount, North Carolina, was new to the force, serving only six months at the Northampton County Sheriff's Office. Services for Deputy Brooks will be held on Saturday at Englewood Baptist Church in Rocky Mount. Individuals, businesses, schools, municipalities, counties and other government subdivisions are welcome to fly the flag at half-staff for the same duration of time.
KENTUCKY: NOVEMBER 23, 2019 - In honor of Marine Corps Pfc. Ray P. Fairchild
Gov. Matt Bevin has directed that flags at all state office buildings be lowered to half-staff on Saturday, Nov. 23, 2019, in honor of a Kentucky serviceman who was killed in action during the Korean War, but whose remains were only recently identified. The Defense POW/MIA Accounting Agency (DPAA) recently announced that Marine Corps Pfc. Ray P. Fairchild, 21, of Salyersville, was officially accounted for July 29, 2019. In late 1950, Fairchild was a member of Company D, 2nd Battalion, 7th Marine Regiment, 1st Marine Division. He was killed in action Nov. 27, 1950, near the town of Yudam-ni, west of the Chosin Reservoir, North Korea. Following the war his remains could not be recovered.
In 1954, during Operation Glory, North Korea and the United States Command exchanged the remains of casualties. One set of remains, designated Unknown X-13474 Yudam-ni could not be identified and were subsequently buried in the National Memorial Cemetery of the Pacific, known as the Punchbowl, in Honolulu. On May 11, 2012, the Joint Personnel Accounting Command (a predecessor to DPAA) disinterred X-13474 Yunam-ni and accessioned the remains to the laboratory. To identify Fairchild’s remains, scientists from DPAA used dental and anthropological analysis, as well as circumstantial and material evidence. Additionally, scientists from the Armed Forces Medical Examiner System used mitochondrial DNA (mtDNA) and autosomal DNA (auSTR) analysis. DPAA is grateful to the Department of Veterans Affairs and the United States Marine Corps for their partnership in this mission.
Today, 7,607 Americans remain unaccounted for from the Korean War. Using modern technology, identifications continue to be made from remains that were previously returned by Korean officials, recovered from Korea by American recovery teams, or disinterred from unknown graves. Fairchild’s name is recorded on the Courts of the Missing at the National Memorial Cemetery of the Pacific, in Honolulu, along with the others who are missing from the Korean War. A rosette will be placed next to his name to indicate he has been accounted for.
Fairchild will be buried on Saturday, Nov. 23, 2019, in Magoffin County. All individuals, businesses, organizations, and government agencies are encouraged to join in this tribute of lowering the flag to honor Fairchild.
IOWA: NOVEMBER 22, 2019 - In honor of Marine Corps Reserve Pvt. Channing R. Whitaker
Gov. Kim Reynolds ordered all flags in Iowa to fly at half-staff from sunrise to sunset on Friday, November 22, 2019 to honor fallen Marine Corps Reserve Pvt. Channing R. Whitaker. Marine Corps Reserve Pvt. Channing R. Whitaker, of Granger, Iowa was killed in action on November 22, 1943. Pvt. Whitaker was a member of Company A, 1st Battalion, 6th Marine Regiment, 2nd Marine Division, Fleet Marine Force, which landed against stiff Japanese resistance on the small island of Betio in the Tarawa Atoll of the Gilbert Islands, in an attempt to secure the island. Pvt. Whitaker’s remains were accounted for on May 29, 2019.
Pvt. Whitaker will be buried with full military honors.

TEXAS: NOVEMBER 21 - 22, 2019 - (Tarrant & Bell Counties) In honor of U.S. Army Chief Warrant Officer Two David C. Knadle and Chief Warrant Officer Two Kirk T. Fuchigami, Jr.
U.S. Army Chief Warrant Officer Two David C. Knadle and Chief Warrant Officer Two Kirk T. Fuchigami, Jr., died on November 20, 2019, in Logar Province, Afghanistan, in support of Operation Freedom’s Sentinel. According to initial reports, they died of injuries sustained when their helicopter crashed. Texas is proud of these brave men who gave the last full measure of devotion to their country. It is appropriate that flags be flown at half-staff in their honor. Therefore, pursuant to Sections 3100.065 and 443.024(e) of the Texas Government Code and Title 4 of the U.S. Code (4 U.S.C. § 1 et seq), the flags of the State of Texas and the United States of America shall be lowered immediately to half-staff on the Capitol building in honor of the life and military service of Army Chief Warrant Officer Two David C. Knadle and Chief Warrant Officer Two Kirk T. Fuchigami, Jr.
Flags on the Capitol should return to full-staff at sunset on Friday, November 22, 2019. Pursuant to the direction of the county judges in Tarrant and Bell counties, U.S. and Texas flags may be lowered to half-staff immediately in those counties and in any adjacent or surrounding counties through the date of the burial service or final interment. Governor Inslee is deeply saddened by the death of Michael Knapp, Interim Police Chief for Lynden, Washington, and directs that Washington State and United States flags at all state agency facilities be lowered to half-staff in his memory on Wednesday, November 20, 2019. Interim Police Chief Knapp, 79, passed away on November 6, 2019, from injuries sustained when he was struck by a truck.

Governor Gretchen Whitmer has ordered U.S. and Michigan flags to be lowered to half-staff throughout the state of Michigan on Saturday, November 16, 2019 to honor the service of Army Private Connie Cagle, which coincides with the day of his funeral. “With the identification and return of Private Connie Cagle’s remains after so many years, the United States Army continues to fulfill their commitment to never leave a soldier behind,” Whitmer said.
“We are grateful for the life and service of Private Cagle, and these flag honors represent a small token of our appreciation.” Pvt. Connie Cagle served in the U.S. Army during World War II as a member of Company K, 126th Infantry Regiment, 32nd Infantry Division. In 1942, Cagle’s unit was engaged with enemy forces along the Soputa-Sanananda Track in present-day Papua New Guinea. Cagle was killed in action on November 22, 1942, but was not identified for more than a half-century later when the Defense POW/MIA Accounting Agency disinterred his remains for analysis. Pvt. Connie Cagle will be buried in Grand Rapids on November 16, 2019 with full military honors.

“After so many years of uncertainty, the return of Sergeant Tobin’s remains will help to provide some closure to his family. I have lowered the flags to honor his life, and serve as our state’s appreciation to finally have him home.” Sgt. Walter Tobin, Jr. served in the U.S. Army during the Korean War as a member of Headquarters Company, 1st Battalion, 32nd Infantry Regiment, 7th Infantry Division, 31st Regimental Combat Team. In 1950, his unit was attacked near the Chosin Reservoir. After the attack, Sgt. Tobin was listed as missing in action at the age of 22 years old. His remains were found and identified nearly 70 years after he was killed in the attack. Sgt. Walter Tobin, Jr. will be buried in Glen Arbor on November 14, 2019 with full military honors. The State of Michigan recognizes the duty, honor and selfless service of Sergeant Walter Tobin, Jr. by lowering flags to half-staff. MICHIGAN: NOVEMBER 12, 2019 - To honor former Congressman Bob Traxler
Governor Gretchen Whitmer has ordered U.S. and Michigan flags within the State Capitol Complex and on all public buildings and grounds throughout the state of Michigan, to be lowered to half-staff on Tuesday, November 12, to honor the life and service of former Congressman Bob Traxler. “Congressman Traxler embodied everything that it means to be a Michigander. He loved his family, his constituents, and the state that he served,” Whitmer said. “Bob was an effective leader because he worked tirelessly to deliver results even when nobody was paying attention. Our state is stronger due to his service, and he will be dearly missed.” Former Congressman Bob Traxler began his career in public service as a member of the United States Army. He served as an assistant prosecutor in Bay County before being elected to the Michigan House of Representatives. In 1974, Traxler was elected to Congress during a special election where he served until his retirement in 1993. In the years after his retirement, he served on the Mackinac Island State Park Commission and the Michigan State Board of Trustees.
Traxler passed away on Wednesday, October 30 at 88 years old. His ashes will be buried in Mackinac Island Public Cemetery. The State of Michigan recognizes the duty, honor and selfless service of former Congressman Bob Traxler by lowering flags to half-staff. Governor Andrew M. Cuomo today ordered flags on state government buildings to be flown at half-staff on Tuesday, November 5, in honor of former Getzville Fire Company Chief and President Irving Isenberg, who died from an illness resulting from his work at the World Trade Center site following the September 11th terrorist attacks.

MICHIGAN: NOVEMBER 4 - 10, 2019 - To honor former Congressman John Conyers
LANSING, Mich. – Governor Gretchen Whitmer has ordered U.S. and Michigan flags within the State Capitol Complex and on all public buildings and grounds throughout the state of Michigan, to be lowered to half-staff from Monday, November 4 through Sunday, November 10, to honor the life and service of former Congressman John Conyers.
“Congressman John Conyers was a lifelong Detroiter who was deeply committed to the city and to those he represented,” Whitmer said. “His impact on our state, whether by spearheading reforms in criminal justice and voting rights in Congress or through his lifetime of civil rights activism, will not be forgotten. I extend my deepest condolences to Congressman Conyers’ family for their loss.” Former Congressman John Conyers was the longest-serving African American in Congress after nearly 53 years in office. He began his public service career as a member of the United States Army. In 1964, he was elected to Congress where he served as chairman of the House Committee on the Judiciary and House Oversight Committee. During his time in Congress, his leadership on civil rights issues, including co-sponsoring the Voting Rights Act and introducing the first bill to designate a holiday in honor of Martin Luther King, Jr. Day, made him a national icon. Congressman Conyers also co-founded the Congressional Black Caucus in 1969 to better serve black constituents.

To lower flags to half-staff, flags should be hoisted first to the peak for an instant and then lowered to the half-staff position. The process is reversed before the flag is lowered for the day. NEW YORK: NOVEMBER 2, 2019 - In honor of World War II U.S. Coast Guard Lieutenant Thomas J.E. Crotty of Buffalo.
Governor Andrew M. Cuomo today directed flags on all State government buildings to be flown at half-staff on Saturday, November 2, in honor of World War II U.S. Coast Guard Lieutenant Thomas J.E. Crotty of Buffalo. Lieutenant Crotty was reported MIA and later died at the Cabanatuan POW camp in the Philippines in July 1942. His body will be repatriated to the United States and interred at Holy Cross Cemetery in Buffalo on November 2.
"We all owe a debt of gratitude to Lieutenant Crotty for his service and making ultimate sacrifice while defending our country to ensure freedom for future generations of New Yorkers," Governor Cuomo said. "To honor Lt. Crotty and his legacy as he is finally and rightfully returned home to Buffalo, I am directing flags to half-staff on all State buildings and on behalf of all New Yorkers, I express our sincerest appreciation for his service." Lieutenant Crotty played a key role in destroying supplies and facilities to prevent them from falling into enemy hands when the U.S. Navy abandoned its main Naval Base in the Philippines following the Japanese invasion in 1941.
Lieutenant Crotty served with the 16th Naval District-in-Shore Patrol Headquarters aboard the USS Quail in the Philippines. When the Japanese invaded the Island of Corregidor in May 1942, Crotty led a team of Marines and Army personnel firing on Japanese soldiers landing on the island's beach. After the surrender of Corregidor, Lieutenant Crotty and thousands of service members were held at the Cabanatuan POW camp. He was the only Coast Guardsman taken prisoner during World War II. On July 19, 1942, at thirty-years-old, Lieutenant Crotty was killed in action and buried in a mass grave with fellow prisoners.
In the decades since the war, the American Graves Registration Service has exhumed and examined the remains of thousands of fallen soldiers to identify them. Using mitochondrial DNA analysis, Lieutenant Crotty's remains were identified on September 10, 2019, and will be sent home to the United States, arriving at the Niagara Falls Air Reserve Station on November 1.

The Governor directed the U.S. and state flags to be flown at half-staff at the Orange County Courthouse in Orlando, Orlando City Hall, Winter Park City Hall, and Orange County Administration Building in Orlando, from sunrise to sunset on Friday.
