NORTH CAROLINA: SEPTEMBER 30, 2019
Roy Cooper today ordered all United States and North Carolina flags at state facilities to be lowered to half-staff from sunrise to sunset on Monday, September 30, in honor of US Army Sgt. 1st Class Elis A. "Barreto" Ortiz. Sgt. Barreto died while in combat in Afghanistan on Thursday, September 5. He was assigned to the 82nd Airborne Division's 3rd Brigade Combat Team in Fort Bragg, NC. His awards and decorations include the Purple Heart, Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal with two Oak Leaf Clusters as well as the Combat Action Badge, Basic Parachutist Badge and Army Driver and Mechanic Badge. Services for Sgt. Barreto will be held at the Arlington National Cemetery on Monday. As a sign of respect, individuals, businesses, schools, municipalities, counties and other government subdivisions are welcome to fly the flag at half-staff for the same duration of time.

Governor Kay Ivey on Tuesday issued the following statement regarding the incident in Tuscaloosa Monday evening, which fatally wounded Dornell Cousette, a 13-year veteran of the Tuscaloosa Police Department. “Monday evening, I was devastated to learn of the news that Alabama lost our fourth law enforcement officer to a senseless act of violence this year. Two beautiful children lost their father. A soon-to-be bride lost her fiancé. The Tuscaloosa community lost a protector and 13-year veteran to the force. Truly, Alabama has lost one of her heroes, Dornell Cousette. “We cannot take for granted the tremendous sacrifices our men and women in law enforcement make each and every day in order to keep us safe. Because of Officer Cousette’s brave call to action, the felon he pursued now remains in custody. Officer Cousette laid down his life in service to the people of Tuscaloosa. “Our deepest prayers remain with Officer Cousette’s two children, his fiancé, the Tuscaloosa Police Department, the city of Tuscaloosa and all of our brave men and women who put their lives on the line to ensure the protection of our communities. The ultimate sacrifice of Officer Dornell Cousette will never be forgotten.” The governor has issued a statewide directive to fly flags at half-staff on the day of interment (September 22, 2019) to honor this fallen hero.

WHEREAS, Senator Anthony Rocco Bucco was born on February 24, 1938, in Boonton, New Jersey; and WHEREAS, Senator Bucco’s career in public service began at the age of 19, when he joined the United States Army Reserve in 1957 and honorably served there until 1965; and WHEREAS, Senator Bucco served the township of Boonton on the Board of Aldermen from 1978 to 1983, and then served as Mayor of Boonton from 1984 to 1989; and WHEREAS, Senator Bucco subsequently served as a member of the Morris County Board of Chosen Freeholders from 1989 to 1992; and WHEREAS, Senator Bucco was elected to represent the 25th Legislative District in the New Jersey General Assembly in 1995, and served as Assistant Majority Whip from 1996 to 1998; and WHEREAS, in 1997, Senator Bucco was elected to represent the 25th Legislative District in the New Jersey Senate, where he would be re-elected six times and serve for over 21 years; and WHEREAS, during his time in the Senate, Senator Bucco served as Assistant Majority Leader from 2000 to 2001, Co-Republican Majority Leader from 2002 to 2003, Assistant Minority Leader from 2006 to 2007, and Deputy Minority Leader from 2008 to 2009; and WHEREAS, Senator Bucco served as the highest-ranking Republican on the Senate Budget and Appropriations Committee from 2009 to 2018, and also served on the Joint Budget Oversight Committee, the Labor Committee, and the Intergovernmental Relations Commission; and WHEREAS, Senator Bucco sponsored a number of landmark laws during his time in the Senate, including “Terry’s Law,” which strengthened New Jersey’s laws against drunk driving, and the Safe Haven Infant Protection Act, which allows an individual to give up an unwanted infant safely, legally, and anonymously without fear of arrest or prosecution; and WHEREAS, Senator Bucco worked tirelessly throughout his career to enhance public discourse as an Assemblyman and Senator and also worked in the private sector as President of Baker/Titan Adhesives, based in Paterson; and WHEREAS, in 2009, Senator Bucco had the privilege of seeing his son, Anthony Mark Bucco, be elected to the seat he had once held representing the 25th Legislative District in the New Jersey General Assembly, where he continues to serve today; and WHEREAS, Senator Bucco’s presence will be sorely missed by his family, his many friends, his colleagues, and by the people of New Jersey whom he served so well; and WHEREAS, it is with great sorrow that we mourn the passing of Senator Bucco and extend our deepest sympathy to his wife, Helen Jayne, his son, Assemblyman Anthony M. DELAWARE: SEPTEMBER 20, 2019
Governor Carney has ordered the U.S. and Delaware flags lowered to half-staff beginning the morning of Friday, September 20, in remembrance of former Chief Public Defender Larry Sullivan. Mr. Sullivan was appointed as the Chief Public Defender in 1970, serving 39 years when he retired in 2009. Under his direction, the Office of the Public Defender grew from 10 employees to a full-service law firm employing nearly 150 people and 70 attorneys. Flags should be returned to full-staff at the close of business on Friday, September 20. Title 29, Section 408 of the Delaware Code requires Delaware State agencies, including all public schools, to display a POW/MIA flag on National POW/MIA Recognition Day, the third Friday in September. As National POW/MIA Recognition Day is also scheduled for September 20, the POW/MIA flag are also to be flown on September 20. As with the U.S. and Delaware flags, the POW/MIA flag should be flown at half staff on that day.

Gov. Kim Reynolds ordered all flags in Iowa to fly at half-staff from sunrise to sunset on Friday, September 20, 2019 to honor a fallen U.S. soldier. Army Pvt. Laurel W. Ebert, of Blairstown, Iowa, was last seen on November 26, 1942 as his nine-person unit dispatched to clear an enemy position in the Australian territory of Papua (now Papua New Guinea). Six members of the patrol, including Ebert, failed to return and were subsequently listed as missing in action. His remains were eventually recovered and interred in the Manila American Cemetery as unknown in 1947, later identified in July 2019. Private Ebert will be buried with full military honors. Governor Asa Hutchinson has proclaimed Friday, September 20, 2019, as Ernest Ray West Memorial Day in Arkansas. Navy Seaman First Class West perished on the USS Oklahoma during the attack on Pearl Harbor on December 7, 1941. Through DNA testing, West's remains were identified after 77 years and have been brought home to rest in Arkansas with his family. The State of Arkansas is honored to bring home Seaman Ernest Ray West and to remember his life and service to this nation. By the order of the Governor's Proclamation, all public buildings shall lower the state flag of Arkansas to half-staff immediately and remain at half-staff until sunset on, Friday, September 20, 2019, in tribute to the memory of U.S. Navy Seaman First Class Ernest Ray West.

Governor Janet Mills directed that the United States and State of Maine flags be flown at half-staff statewide immediately through sunset Wednesday, September 18, 2019 in honor of the Farmington firefighter who lost his life and those who were injured following the explosion at the Life Enrichment Advancing People or "LEAP" facility in Farmington, Maine. Governor Mills will issue an additional flag-lowering directive upon the release of funeral arrangement details for the deceased. Farmington is a strong, close-knit and resilient community, of which I am proud to be a part. This loss is devastating and felt by all of Maine, said Governor Janet Mills. My heart goes out to the loved ones of the firefighter lost and those injured. On this tragic day, I ask the people of Maine to join with me in offering our thoughts and prayers to the people of Franklin County and our deepest gratitude to our first responders. Governor Mills visited the site of the explosion earlier today and received a briefing from local and state officials. WHEREAS, Fireman 3rd Class Harold Kendall “Bud” Costill, a member of the United States Navy, was born in Clayton, New Jersey; and WHEREAS, on December 7, 1941, Fireman 3rd Class Costill was killed in action during the attack on Pearl Harbor while serving aboard the USS West Virginia; and WHEREAS, Fireman 3rd Class Costill was listed officially as Missing in Action following the attack; and WHEREAS, Fireman 3rd Class Costill’s unidentified remains were buried in the National Memorial Cemetery of the Pacific along with 106 others killed aboard the USS West Virginia; and WHEREAS, Fireman 3rd Class Costill’s remains were only identified in June of this year and were recently returned to his home in New Jersey; and WHEREAS, Fireman 3rd Class Costill will finally be laid to rest 78 years after sacrificing his life for his fellow servicemen and his country; and WHEREAS, on Saturday, September 14, 2019, Fireman 3rd Class Costill will be buried in Cedar Green Cemetery in Clayton, next to his great-grandfather Elwood Costill, a Civil War soldier; and WHEREAS, it is appropriate to honor the exemplary character, outstanding achievements, and cherished memory of Fireman 3rd Class Costill, and to mark his passing;

Governor Gretchen Whitmer has ordered U.S. and Michigan flags within the State Capitol Complex to be lowered to half-staff on Thursday, August 29, 2019, to honor the life and service of former state Representative Don Gilmer and coincide with his memorial service. “Representative Gilmer was a thoughtful leader and advocate for the people of Kalamazoo County and Michigan,” Whitmer said. “He worked tirelessly on behalf of Michiganders and his constituents, and our state is better because of his service. My thoughts are with Representative Gilmer’s family during this difficult time.” Former Representative Gilmer’s career in public service started before his election to the Michigan State House in 1976. In 1972, he was elected to the Kalamazoo County Commission and served as chair in 1974.
Governor Milliken named him to the state’s commission on farm labor. In 1976, he was elected to the Michigan State House and served until 1998. During his time in the Michigan State House, Representative Gilmer chaired the Appropriations Committee. Following his departure from the legislature, he served as Lottery Commissioner, State Budget Director, County Administrator in Kalamazoo County, and on former Governor Jennifer Granholm’s Emergency Financial Panel. Representative Gilmer passed away on August 12 at the age of 73. He is survived by his wife Lynn, his three children, and three grandchildren. The State of Michigan recognizes the duty, honor, and selfless service of Representative Don Gilmer by lowering flags to half-staff within the State Capitol Complex.

Holcomb also asks businesses and residents in Johnson and Morgan Counties to lower their flags to half-staff to honor Staff Sergeant Andrew Michael St. John. Staff Sgt. St. John died Thursday, Aug. 15 in a tactical vehicle accident. According to a release from the Indiana National Guard, Staff Sgt. Andrew Michael St. John, 29, was serving as an embedded observer controller/trainer with Army National Guard Operations Group Wolf when he died. St. John was an infantryman with Company B, 1st Battalion, 151st Infantry Regiment, Indiana Army National Guard.

Deputy Schreurs, a 24-year veteran with the department, died from injuries sustained in the line of duty on Tuesday, August 13th, 2019. Flags will be at half-staff on the State Capitol Building and on flag displays in the Capitol Complex. Flags will also be half-staff on all public buildings, grounds and facilities throughout the state. KENTUCKY: AUGUST 19, 2019
Gov. Matt Bevin has directed that flags at all state office buildings be lowered to half-staff today, in honor of a Kentucky serviceman who was killed in action during World War II, but whose remains were only recently identified. Navy Fireman 1st Class Billy J. Johnson, 22, of Caney, was assigned to the battleship USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft on Dec. 7, 1941. The USS Oklahoma sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Johnson. From December 1941 to June 1944, Navy personnel recovered the remains of the deceased crew, which were subsequently interred in the Halawa and Nu'uanu Cemeteries.
In September 1947, tasked with recovering and identifying fallen U.S. personnel in the Pacific Theater, members of the American Graves Registration Service (AGRS) disinterred the remains of U.S. casualties from the two cemeteries and transferred them to the Central Identification Laboratory at Schofield Barracks. The laboratory staff was only able to confirm the identifications of 35 men from the USS Oklahoma at that time. The AGRS subsequently buried the unidentified remains in 46 plots at the National Memorial Cemetery of the Pacific (NMCP), known as the Punchbowl, in Honolulu. In October 1949, a military board classified those who could not be identified as non-recoverable, including Johnson. Between June and November 2015, Defense POW/MIA Accounting Agency (DPAA) personnel exhumed the USS Oklahoma Unknown remains from the Punchbowl for analysis. To identify Johnson's remains, scientists from DPAA used anthropological analysis, as well as circumstantial and material evidence. Additionally, scientists from the Armed Forces Medical Examiner System used mitochondrial DNA (mtDNA) analysis.
DPAA is grateful to the Department of Veterans Affairs and the Department of the Navy for their partnership in this mission. Of the 16 million Americans who served in World War II, more than 400,000 died during the war. Currently there are 72,692 still unaccounted for from World War II, of which approximately 30,000 are assessed as possibly-recoverable. Johnson's name is recorded on the Walls of the Missing at the Punchbowl, along with the others who are missing from WWII. A rosette will be placed next to his name to indicate he has been accounted for. Johnson will be buried today in Santa Fe, New Mexico. All individuals, businesses, organizations, and government agencies are encouraged to join in this tribute of lowering the flag to honor Navy Fireman 1st Class Johnson.

Governor Whitmer Orders Flags Lowered for Fallen Firefighter LANSING, Mich. – Governor Gretchen Whitmer has ordered U.S. and Michigan flags lowered to half-staff on Friday, August 16, 2019, to honor the service of fallen volunteer firefighter Norman Edward Klenow, which will coincide with his military funeral. “In the course of his service, Norman Klenow was incredibly brave and selfless,” Whitmer said. “Our state and our nation will be forever grateful to him for his military service and for his selfless commitment to public safety. Our deepest sympathies are with his family during this difficult time.” A native of East Tawas, Norman Klenow served in the U.S. Navy for three years and served as a firefighter for over 50 years at the East Tawas Fire Department. On August 10, Klenow provided traffic control at a crash scene in the early afternoon, when he began to feel ill. A few hours later he died of cardiac arrest. Michigan residents, businesses, schools, local governments and other organizations also are encouraged to display the flag at half-staff. To lower flags to half-staff, flags should be hoisted first to the peak for an instant and then lowered to the half-staff position. The process is reversed before the flag is lowered for the day. Flags should be returned to full-staff on Saturday, August 17.

PHOENIX – Governor Doug Ducey ordered flags at all state buildings be lowered to half-staff from sunrise to sunset today, Thursday, August 15, 2019, to honor the life of former Chairman Ronald “Ronnie” Lupe of the White Mountain Apache Tribe, who passed away earlier this week. “For more than five decades, Ronnie Lupe served Arizona, our nation, and the White Mountain Apache Tribe people, including 36 years as Chairman of the Tribe,” said Governor Doug Ducey. “From driving economic development to helping secure safe drinking water for the Tribe, Ronnie served as a champion for his people. His lifelong dedication to service stands as an example for all Arizonans, and today, our state joins with the White Mountain Apache Tribe to remember and honor the life of Ronnie Lupe. My sincere condolences go out to his family and loved ones.” Ronnie Lupe served as Chairman of the White Mountain Apache Tribe for nine terms, a total of 36 years, including serving as the tribe’s youngest Chairman in 1966. He also served as Vice President of the National Congress of American Indians, President of the Apache Alliance and a member of the President's Advisory Board of Northern Arizona University. In addition, former Arizona Governor Jack Williams appointed Lupe to serve as a member of the Arizona Commission of Indian Affairs. Lupe joined the United States Marine Corps in 1951, where he was a member of the 1st Marine Division; Item Company; 3rd Battalion; and 1st Marine Regiment. He served in the Korean War. Wagaman, 46, died from severe injuries suffered when he was ejected from a firetruck while responding to a crash scene on Aug. 2. The governor ordered the flags we lowered until sunset on Friday and again on the day of Wagaman’s interment, which has not yet been announced. Governor Andrew M. Cuomo today ordered flags on state government buildings to be flown at half-staff in honor of New York State Trooper Sgt. Jeffrey M. Cicora, who died from an illness resulting from his work at the World Trade Center site following the September 11th terrorist attacks. "Sgt. Cicora is a hero who risked his health and ultimately sacrificed his life to help others following one of our country's darkest days. Gov. Gretchen Whitmer has ordered the U.S. and Michigan flags to be displayed half-staff throughout the state of Michigan on Monday, August 5, to honor the service of fallen soldier Chief Warrant Officer 2 Kevin Sullivan and coincide with his military funeral. “Kevin Sullivan dedicated his life to service to this nation, and for that, we are truly grateful,” Whitmer said. “We owe him a tremendous debt of gratitude that we will work hard to repay every day. Our thoughts and prayers are with his family during this difficult time.” Sullivan, who was 34-years-old, was killed during a training exercise at Fort Pickett in Virginia when a large tree fell during severe weather. He is survived by his parents, sister, and fiancée. Sullivan grew up in Canton, Michigan, and graduated from Detroit Catholic Central where he played on two state champion football teams. He graduated from Eastern Michigan University with a bachelor’s degree in history and geography. After high school, he enlisted in the Army and completed basic training at Fort Jackson in Columbia, South Carolina. He served two tours of duty in the Middle East, at Baghdad’s Camp Liberty, with Operation Iraqi Freedom from 2006 through 2008, and in Kuwait, with Operation Enduring Freedom from 2016 through 2017. He continued in the Army Reserves when not on active duty. The State of Michigan said it recognizes the duty, honor and selfless service of all military personnel and remembers those who have given the ultimate sacrifice by lowering flags to half-staff. Bennett, of Ames, Iowa, was last seen on June 13, 1944 as his unit participated in the siege of Myitkyina, Burma. After the battle, Bennett was reported Killed in Action (KIA). His remains were eventually transferred to the National Memorial Cemetery of the Pacific in Honolulu, Hawaii in 1949 and later identified in 2018. Bennett’s military awards and honors include the Purple Heart, Army Good Conduct Medal, Asiatic-Pacific Campaign Medal (with one bronze service star), World War II Victory Medal, Presidential Unit Citation, and Honorable Service Lapel Button – World War II. Bennett will be buried with full military honors. Gov. Michelle Lujan Grisham on Wednesday ordered state flags to half staff Friday, July 26, in honor of the memory of Jeff Stroble, 46, the Roswell firefighter who died Sunday, July 21. Stroble, a 17-year veteran of the department, sustained injuries in the line of duty stemming from an explosion June 5 that occurred while members of the Roswell Fire Department were preparing for the city’s annual Fourth of July fireworks display. “My heart is broken for Jeff Stroble’s family and the people in Roswell who knew him well,” Gov. Lujan Grisham said. “Firefighters are the backbone of our communities. I know Roswell has rallied around the family and fire department in this impossibly difficult time. LITTLE ROCK - Governor Asa Hutchinson issued the following statement on the death of Stone County Sheriff's Deputy Mike Stephen, who was killed in the line of duty Thursday morning: "It was heartbreaking to hear that Stone County Sheriff's Deputy Mike Stephen was killed in the line of duty today. Deputy Stephen's death is a somber reminder that our law-enforcement officers risk their lives every day to protect ours. I am grateful for the men and women who willingly put their safety on the line every time they put on the uniform. My heart goes out to his wife and son, and to his fellow officers and friends in their grief at the tragic loss of Mike Stephen." KENTUCKY: JULY 19, 2019
Gov. Matt Bevin has directed that flags at all state office buildings be lowered to half-staff on Friday, July 19, 2019, in honor of two Kentucky servicemen who were killed in action during World War II and the Korean War, but whose remains were only recently identified. Navy Seaman 1st Class Millard Burk Jr., 19, of Pikeville, died during the attack on Pearl Harbor. On Dec. 7, 1941, he was assigned to the battleship USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft. The USS Oklahoma sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Burk. Burk's unidentified remains were interred in the Punchbowl / National Memorial Cemetery of the Pacific until 2015.
Advanced scientific and circumstantial analysis by the Defense POW/MIA Accounting Agency (DPAA) recently resulted in his successful identification. S1C Burk will be buried at the Punchbowl / National Memorial Cemetery of the Pacific (2177 Puowaina Drive | Honolulu, Hawaii) on July 19. Private First Class James Cletuis Williams, 19, of Hopkinsville, was killed in action on July 20, 1950, in the vicinity of Taejon, Republic of Korea. Serving with the Medical Company, 34th Infantry Regiment of the 24th Infantry Division, he died while transporting patients from the Taejon Air Strip. Due to a large-scale enemy attack, the Division was ordered to withdraw before Williams could be medically processed and evacuated. Williams' remains, although unidentified at the time, were transferred to the Punchbowl / National Memorial Cemetery of the Pacific and buried as a Korean War Unknown. Through exhaustive investigative efforts, he was successfully identified in 2018.
PFC Williams will be buried at the Kentucky Veterans Cemetery West (5817 Fort Campbell Boulevard | Hopkinsville, Kentucky) on July 19. All individuals, businesses, organizations, and government agencies are encouraged to join in this tribute of lowering the flag to honor S1C Burk and PFC Williams.

Ron DeSantis ordered flags at half staff in honor of the late Palm Beach Circuit Judge Meenu Sasser, “as a symbol of respect for (her) memory.” Sasser, the first Asian-American judge in Palm Beach County, died on Saturday. She had been fighting cancer. “I hereby direct the flags of the United States and the State of Florida to be flown at half-staff at the Palm Beach County Courthouse in West Palm Beach, the City Hall of West Palm Beach, and at the State Capitol in Tallahassee, from sunrise to sunset on Friday, July 12,” DeSantis said in a memo released Thursday evening. Sasser The 48-year-old Sasser, born in India, grew up in Maryland, according to her obituary. She later married Thomas Sasser, a South Florida divorce attorney. She was appointed a circuit judge by Gov. Charlie Crist in 2009 to replace Jorge Labarga, who became and still is a state Supreme Court justice. Sasser was later elected. “She was a highly regarded jurist, known for her leadership and efficiency in dealing with all cases that came before her,” the obit said. “She was a tireless advocate for the advancement of women in the law and was a mentor to many lawyers and judges. Anything she could do to improve the legal system, she did.” In lieu of flowers, her family has asked for memorial contributions to the Palm Beach County Legal Aid Society or the AAML Foundation, “both of which work to improve the lives of those with the least among us within our judicial system.”

Governor Carney has ordered the U.S. and Delaware flags lowered to half staff beginning the morning of Friday June 7 through Monday morning June 10 in remembrance of former State Representative Robert Powell and former Delaware State University President Dr. William DeLauder. Mr. Powell was first elected to the Delaware General Assembly in November 1972 and represented Pike Creek and the surrounding areas from 1973 to 1982. During his tenure he served as Chair of the House Financial Services and Banking Committee. Dr. DeLauder served as president of Delaware State University from 1987-2003. He led a significant transformation at DSU, investing in the school’s facilities, adding new educational programs, and attracting more students from Delaware and out of state to study at the university. Tennessee Gov. Bill Lee and Department of Veterans Services Commissioner Courtney Rogers recognize the service and sacrifice of U.S. Army Private First Class William Delaney of Kingston, who was killed on November 22, 1944 during World War II. The Roane County native served with Company A, 1st Battalion, 22nd Infantry Regiment, 4th Infantry Division when his battalion engaged with German defenders near Grosshau, in the Hürtgen Forest in Germany. Delaney’s foxhole was struck by an enemy artillery shell and he could not be medically evacuated. He was 24-years-old. Delaney was one of hundreds of soldiers still missing in the Hürtgen Forest by the close of the war in 1945. The American Graves Registration Command (AGRC) attempted to recover Delaney’s remains from 1947 to 1950 but was ultimately unsuccessful. In 1947, a local citizen discovered a set of remains in the Hürtgen Forest and turned them over to the AGRC. After unsuccessful attempts at identification, the remains were buried as X-5425 in Neuville, today known as the Ardennes American Cemetery. In June 2017, the Department of Defense POW/MIA Accounting Agency (DPAA) disinterred X-5425 after military records and AGRC documents suggested the remains may be that of Delaney. Experts from the DPAA and the Armed Forces Medical Examiner System used DNA analysis and other evidence to identify the remains. On December 17, 2018 the remains were confirmed as Delaney. “After more than 74 years, William Delaney will finally return home to Tennessee,” said Lee. “This young soldier’s bravery and sacrifice should always be remembered, and I’m glad we can honor him and his family today." “Finally, Private Delaney will be laid to rest in Tennessee, under a headstone with his name, in the same cemetery where his parents are laid to rest,” Rogers said. “We extend our deepest condolences and support to his family and look forward to welcoming this Tennessee hero home.” The dignified transfer of remains will occur on Wednesday, May 22, 2019 at McGhee Tyson Airport in Knoxville at 6:57 p.m. (EDT). WHEREAS, there are certain individuals in the history of the State of Nevada whose character and conviction transcend political divides and inspire us all to make Nevada a better place, and Nevada State Assemblyman Tyrone Thompson was such a person; WHEREAS, Assemblyman Thompson was born in 1967 in North Las Vegas, Nevada, and he devoted his life to serving his family, his constituents, and all Nevadans; WHEREAS, Assemblyman Thompson served as a Court Appointed Special Advocate (CASA) from 1997 to 2019 and on the North Las Vegas Chamber of Commerce from 2000 to 2003; WHEREAS, Assemblyman Thompson was first appointed to the Nevada State Assembly in 2013 and was subsequently elected three times to represent District 17 until he passed away in 2019 WHEREAS, Assemblyman Thompson served as Chief Deputy Majority Whip for the 79th and 80th Legislative Sessions; WHEREAS, Assemblyman Thompson was a staunch advocate for education and homelessness issues, chairing the Assembly Education Committee for the 79th and 80th Legislative Sessions and serving on the Interagency Council on Homelessness from 2014 to 2016; WHEREAS, Assemblyman Thompson was an active public servant on a national level, serving as Board Member and Past President of the National Forum for Black Public Administrators from 2005 to 2013 and as Board Member of the American Society for Public Administration from 2006 to 2008; WHEREAS, Assemblyman Thompson passed away on Saturday, May 4, 2019, and our thoughts and prayers are with his family and loved ones; WHEREAS, Nevada has lost one of its finest public servants, but Assemblyman Thompson's reputation, character, and legacy of public service will live on for generations to come; and WHEREAS, Article 5, Section 1 of the Nevada Constitution provides: "The supreme executive power of this State, shall be vested in a Chief Magistrate who shall be Governor of the State of Nevada." According to the Department of Defense, Spc. Ryan Dennis Orin Riley, 22, of Richmond, Kentucky, died April 20, 2019 in Ninawa Province, Iraq, in a non-combat related incident. Spc. Riley was assigned to 2nd Battallion, 32nd Field Artillery Regiment, 1st Brigade Combat Team, 101st Airborne Division (Air Assault), Fort Campbell, Kentucky. Services for Spc. Riley will be held at 1 p.m. EDT on Monday, May 6, 2019 at Richmond Church of Christ (1500 Lancaster Road, Richmond), with burial to follow with full military honors at Madison County Memorial Gardens (210 West Rice Lane, Richmond). LANSING, Mich. - Gov. Gretchen Whitmer has ordered U.S. and Michigan flags within the State Capitol Complex and on all state buildings to be lowered to half-staff on Monday, April 29, 2019, to honor the life and service of Former Congressman Bill Broomfield.
"Congressman Broomfield embodied everything that we should expect from our elected officials," Whitmer said. "He worked tirelessly on behalf of Michiganders and our state is better because of his service. My thoughts are with Congressman Broomfield's family during this time." Former Congressman Bill Broomfield began his career of service in the Army during World War II before serving as a state representative and state senator in the Michigan Legislature. In 1957, he was elected to Congress where he served for 36 years until his retirement in 1993. During his time in Congress, he earned a spot as the ranking Republican on the House Foreign Affairs Committee for 18 years, helping to shape much of the U.S. foreign policy during the Cold War.
The State of Michigan recognizes the duty, honor and selfless service of Former Congressman Bill Broomfield by lowering flags to half-staff. Michigan residents, businesses, schools, local governments and other organizations also are encouraged to display the flag at half-staff. To lower flags to half-staff, flags should be hoisted first to the peak for an instant and then lowered to the half-staff position. The process is reversed before the flag is lowered for the day. Flags should be returned to full-staff on Tuesday, April 30th, 2019.

Maj. Matthew M. Wiegand, a Horsham native, died March 30 in a helicopter crash at Yuma Air Station, Arizona, during a training mission. Sgt. Benjamin S. Hines, of York, and Staff Sgt. Christopher Slutman, a New York City firefighter who was deployed out of Harrisburg, were killed Monday by a roadside bomb while serving in Afghanistan. “Words cannot fully express the depth of my condolences to these Marines and their families,” Gov. Wolf said. “These terrible tragedies are the unfortunate reminder of the gratitude we should be showing each and every day to soldiers like Matthew, Benjamin and Christopher, who have given everything to protect our way of life.” “The people of Pennsylvania have always come together to support each other in times of tragedy,” said Lt. Gov. John Fetterman. “These three Marines have our profound respect and gratitude for their sacrifice, and their families have our deepest condolences for their losses.” In addition to this week’s tribute, Gov. Flags at the State Capitol Complex and on all state buildings are flying at half-staff today to honor a Lansing serviceman. Marine LCpl. James Tien Tan Huynh, 25, is being remembered today for his service and flair for art. He was born in Lansing and graduated from Lansing Eastern High School. He died March 26. LCpl. Huynh was stationed with the 8th Communications Battalion at Camp Lejeune, North Carolina where his talents as a tattoo artist were appreciated by his fellow Marines. Gov. Whitmer ordered the flags to half-staff today to coincide with the funeral in Lansing. “We are deeply saddened to hear about the loss of LCpl. Huynh,” Whitmer said. “Our state will forever be indebted to his service. Our thoughts and prayers are with his family during this difficult time.” He is survived by his mother, brothers and grandparents.

With a magnitude of 9.2, it was the most powerful earthquake in United States history and the second most recorded worldwide and in its wake left many Alaskan lives and communities in great distress; and WHEREAS, many cities, villages and communities throughout Alaska, and even parts of California, Oregon and Canada felt the colossal force of nature. The damage of resulting landslides, avalanches, and tsunamis was severe and devastating. In Alaska, Oregon, and California 131 lives were lost along with the damage and destruction of millions of dollars in infrastructure; and WHEREAS, on this day we are reminded how precious life is and we recognize all those whose lives were lost or affected by this force of nature, including the courageous first responders, servicemen, and volunteers who sacrificed their time, energy, and lives to assist rescue and relief efforts; and WHEREAS, we celebrate and honor Alaskans supporting each other and collaborating to rebuild affected communities; providing us with inspiring examples of determination and sense of community; and WHEREAS, although this day left a devastating impact that still affects us today, it forged a safer path forward for Alaska and our nation by advancing our knowledge of earthquake preparedness and earthquake sciences. WHEREAS, Specialist Johnson was a Transportation Management Coordinator in the 657th Transportation Company (Movement Control Team), 419th Transportation Battalion, 649th Regional Support Group, and 103rd Expeditionary Sustainment Command; and
WHEREAS, in October 2018, Specialist Johnson, as a member of the 657th Transportation Company, deployed to Kuwait in support of Operation Inherent Resolve; and
WHEREAS, on March 5, 2019, Specialist Johnson was killed in-the-line-of-duty when the vehicle he was in collided with another vehicle in northern Kuwait; and
WHEREAS, Specialist Johnson was bravely and selflessly serving his nation; and
WHEREAS, the people of the State of Missouri are thankful for the courageous members of the military serving our nation around the globe.

Governor Tom Wolf has issued the following statement in response to the shootings during Friday prayer at two mosques in Christchurch, New Zealand:
“Frances and I are appalled by the senseless shootings at the mosques in New Zealand. Our hearts ache for the families and friends of the victims. Our hearts ache for us all. Where does this hate come from? “We have a moral obligation to stand against it and support our Muslim friends and neighbors. People of all faiths deserve the right to worship without the threat of violence. It’s unconscionable that 49 people lost their lives, with dozens more injured, in such a senseless act of hatred and violence by individuals who espouse hatred, racism and religious intolerance. There is simply no excuse for this unthinkable act. “Our founder, William Penn, was an outspoken supporter of religious freedom and Pennsylvania will always be a place of welcome and respect for all people. An attack on one community of faith is an attack on every community of faith. We must stand united against hatred and the dangerous rhetoric that normalizes it.”
In honor of the victims, the Main Capitol Building will be lighted blue, white, and red. Gov. Wolf also ordered the Commonwealth flags on all Commonwealth facilities, public buildings and grounds County to fly at half-staff in honor of the victims of the attacks.

Lieutenant Governor Kevin Meyer is leading the State of Alaska's effort to honor the memory of five Alaska Natives for their heroic contributions to American victories in World War II. The five men, Robert "Jeff" David Sr., Richard Bean Sr., George Lewis Jr., Harvey Jacobs and Mark Jacobs Jr. served as Tlingit Code Talkers, using their native language to communicate information during combat that the Japanese military was never able to decode.
"These men never discussed their top-secret role, even decades after the war ended, in liberating millions of people and saving the lives of countless American soldiers," said Lt. Governor Kevin Meyer. "Alaska state flags will fly at half-staff for five days starting Monday, one day for each of these five outstanding American heroes.
"Robert "Jeff" David, Sr.- Served in the Philippines during World War II and was a basketball legend in his community of Haines. After the war, he served as one of the first board members for the Sealaska Corporation. Richard Bean, Sr. - Mr. Bean served in the South Pacific during World War II and upon returning home to Southeast Alaska, became a commercial fisherman and a lifetime member of Sealaska Corporation, Huna Totem Corp., Juneau Veterans of Foreign Wars and the Alaska Native Brotherhood. George Lewis, Jr. - Was a fluent speaker of the Tlingit language and served in the U.S. military during World War II. He was a lifelong member of the Alaska Native Brotherhood and served in the Salvation Army for 45 years. Harvey Jacobs and Mark Jacobs Jr. - The two brothers joined the U.S. Navy shortly after the attack on Pearl Harbor in December 1941 and served the Pacific Theatre. Mark became a leader in Sitka and held positions in the Alaska Native Brotherhood, the Central Council of Tlingit and Haida Indian Tribes of Alaska, Sealaska and other prominent organizations.
All five men were posthumously awarded silver medals by the United States Congress for their honorable service to our country in 2013. Lt. Governor Meyer will present the five Alaska state flags flown at the state capitol to the family members of the five Tlingit code talkers at a special ceremony prior to the start of the Gold Medal Basketball Tournament in Juneau on Monday, March 18.

Thomas Arthur Morrison Small, age 49 at the time of his passing, graduated from Waterville High School in 1987 and joined the United States Air Force. Technical Sergeant Small served his country for over 28 years and was deployed to the United Arab Emirates Persian Gulf, to Iraq and to Afghanistan twice. Technical Sergeant Small was employed with the United States Postal Service for over ten years and was a member of the Maine Air National Guard. He passed away unexpectedly on Wednesday, February 13, 2019.

Lannom was killed while serving in Vietnam and is now being brought home to Tennessee. We have attached more information below.
Tennessee Gov. Bill Lee and Department of Veterans Services Commissioner Courtney Rogers recognize the service and sacrifice of U.S. Navy Lieutenant Richard C. “Tito” Lannom of Union City, who was reported missing as of March 1, 1968 during the Vietnam War. The Obion County native was assigned to Attack Squadron Three Five, USS Enterprise and was on an A-6A aircraft on a night mission over North Vietnam when the aircraft went missing. Lannom and the pilot were declared missing after a search and rescue mission failed to locate the plane. Lannom was 27-years old when he went missing.
A Vietnamese Office for Seeking Missing Persons (VNOSMP) team excavated a crash site on Tra Ban Island between October and December 2017. The team was able to recover enough remains to share with the Department of Defense POW/MIA Accounting Agency and the Armed Forces Medical Examiner. Personnel used DNA as well as evidence found at the crash site to identify Lannom on September 25, 2018. “Lieutenant Lannom’s final resting place will finally be home, on Tennessee soil, where he belongs,” Lee said. “We are grateful to join the Lannom family in pausing to remember and recognize Lieutenant Lannom’s sacrifice for our state and country.” “More than five decades of waiting is finally over and we are finally able to lay this Tennessee hero to rest with full honors,” Rogers said. “There is no way we can repay the debt of Lieutenant Lannom’s sacrifice, but we can give our commitment to remember his courage and to honor his family with our condolences and support. “
Visitation will be from 10:00 a.m. to 1:00 p.m. at Discovery Park of America at 830 Everett Boulevard in Union City on Saturday, March 2 with funeral services beginning at 1:00 p.m. (CST). Graveside ceremony will be held immediately following the funeral services at the Eastview Cemetery in Union City which is off of S. Miles Avenue and E. Church Street on Saturday, March 2. Lannom will be buried with full military honors to include a military flyover. Lee has declared a day of mourning from sunrise to sunset on Saturday, March 2 in honor of Lannom’s ultimate sacrifice. Lannom is survived by his widow Charlotte Shaw, nephews John and Ted Lannom and several cousins.

Governor Kate Brown today ordered all flags at Oregon public institutions to be flown at half-staff in honor of Secretary of State Dennis Richardson. The Oregon Constitution requires Governor Brown to appoint Secretary of State Richardson's successor. Governor Brown and her staff will begin the process of reviewing candidates and will make an appointment in the coming weeks. Governor Brown has decided to consider appointees from the Republican party who commit to not entering the 2020 election for Secretary of State, as she did in 2015 when selecting her own successor.

CHARLESTON, WV - Gov. John Kalausich.
Sgt. Kalausich, a native of Charleston and a graduate of East Bank High School, was tragically killed on March 21, 1945, when the A-26B bomber aircraft he was aboard was hit by anti-aircraft fire and went missing during a combat mission from Couvron, France to Dulment, Germany. After 73 years missing, Sgt. Kalausich’s remains were accounted for on Dec. 13, 2018, and returned to his family on Thursday evening. The West Virginia Army National Guard Honor Guard team will provide honors for Sgt. Kalausich as he is laid to rest Saturday at Tyler Mountain Memorial Gardens.

Gov. Matt Bevin has directed that U.S. and Kentucky flags at all state office buildings be lowered to half-staff on Monday, Feb. 18, 2019, in honor of a Fort Campbell soldier, Army Chief Warrant Officer 2 Jonathan R. Farmer, 37, of Boynton Beach, Florida.
Chief Warrant Officer Farmer was assigned to the 3rd Battalion, 5th Special Forces Group (Airborne), Fort Campbell, Kentucky. He died Jan. 16, 2019, in Manbij, Syria, as a result of wounds sustained from a suicide improvised explosive device.
Services for Chief Warrant Officer Farmer will be held at 10:30 a.m. EST on Monday, Feb. 18, 2019, at St. Patrick Catholic Church in Palm Beach Gardens, Florida. Gov. Bevin encourages individuals, businesses, organizations and government agencies to join in this tribute of lowering the flag in honor of Chief Warrant Officer Farmer.

Wixom as we owe our freedom to his courageous actions. Our thoughts and prayers are with his family during this difficult time.” A native of West Michigan, Cpl. Cole Wixom grew up in Bloomingdale, Michigan and graduated from Bloomingdale High School in 2013. He was stationed in western Texas at Fort Bliss and completed a tour in Afganistan.
On Jan. 22, 2019, Cpl. Cole Wixom was killed during a training exercise in Otero County, New Mexico. The crash involved two Interim Armored Vehicle (IAV) Strykers, an eight-wheeled, personnel carrier-infantry fighting vehicle used by the U.S. Army, on U.S. Route 54.
The state of Michigan recognizes the duty, honor and selfless service of all military personnel and remembers those who have given the ultimate sacrifice by lowering flags to half-staff. PENNSYLVANIA : JANUARY 21 - DAY OF INTERMENT
Governor Tom Wolf has ordered the Commonwealth flag on the Capitol Complex, at all Commonwealth facilities, and all public buildings and grounds throughout the commonwealth to fly at half-staff to honor former Senator Harris Wofford, who passed away Monday, January 21.

There’s no better way to describe Harris Wofford than ‘public servant.’ He dedicated his life to service and to making the world a better and more peaceful place. Indianapolis - Governor Eric J. Holcomb is directing flags in Floyd County to be flown at half-staff to honor former state Rep. William Cochran.

WHEREAS, Assemblyman Albert Burstein was born Albert S. Burstein on November 22, 1922, in Jersey City and was a longtime resident of Tenafly; and WHEREAS, Assemblyman Burstein graduated from Columbia College and Columbia Law School and served in the United States Army during World War II; and
WHEREAS, Assemblyman Burstein was named to the French Legion of Honor and received a Bronze Star for his bravery on the battlefield; and WHEREAS, Assemblyman Burstein served as executive director of and counsel to the Jersey City Charter Commission; and WHEREAS, Assemblyman Burstein was elected to the New Jersey General Assembly in 1971 and served there until January 1982; and
WHEREAS, Assemblyman Burstein was elected to serve as the Assembly Majority Leader following the 1976 election cycle; and WHEREAS, Assemblyman Burstein advanced many important causes during his time as a public servant, including legislation to reform New Jersey’s election and public financing laws and efforts to make the State’s school funding system more equitable; and
WHEREAS, Assemblyman Burstein chaired the New Jersey Election Law Revision Committee and the Law Revision Commission; and WHEREAS, Assemblyman Burstein co-founded and practiced law at Herten Burstein LLC, which merged with Archer PC in 2011; and
WHEREAS, the New Jersey Commission on Professionalism in the Law honored Assemblyman Burstein as “Lawyer of the Year” in 1999 and awarded him its Daniel J. O’Hern Professionalism Award in 2006; and WHEREAS, Assemblyman Burstein was known as a noteworthy jazz pianist and tennis player; and
WHEREAS, Assemblyman Burstein was a beloved husband, father, and grandfather, whose presence will be missed by his family, his friends, his colleagues, and by the people of New Jersey whom he served well; and WHEREAS, it is with immense sadness that we mourn Assemblyman Burstein’s passing, and extend our deepest sympathy to his family, friends, and colleagues; and

Flag Lowering - 1/5/19 (Capt. Ostergard) Governor Inslee is deeply saddened by the death of East Olympia Volunteer Fire Captain John Ostergard, 63, and directs that Washington State and United States flags at all state agency facilities be lowered to half-staff in his memory on Saturday, January 5, 2019. Captain Ostergard suffered a medical emergency while on the scene of a December 14 structure fire south of Yelm.
The Governor's Office has no objection to agencies lowering the flags at the close of business on Friday, January 4, 2019. Flags should remain at half-staff until close of business or sunset on Saturday, January 5, or first thing Monday morning, January 7. Governor Scott Walker today ordered flags to half-staff on Friday, January 4, 2019, as a mark of respect for former State Senator Walter John Chilsen of Weston. Chilsen, a World War II veteran and Purple Heart recipient, passed away on Christmas morning at the age of 95.
Chilsen represented the people of the 29th Senate District for six terms from 1967 - 1990. Following his service in the Wisconsin State Senate, Chilsen served on the Weston Town Board from 1990 - 2017. NEW YORK : JANUARY 2, 2019
Governor Andrew M. Cuomo today directed that flags on State government buildings be flown at half-staff in honor of Pfc. Joshua Mikeasky, a Fort Drum soldier who died in Afghanistan on Dec. 13.
Pfc. Joshua Mikeasky, 19, was assigned to the 4th Battalion, 31st Infantry Regiment of the 10th Mountain Division's 2nd Brigade Combat Team and was from Johnstown, Pennsylvania. "On behalf of all New Yorkers, I extend my deepest condolences to Pfc. Joshua Mikeasky's family and loved ones," Governor Cuomo said. "We are saddened by his loss and join them and his fellow soldiers in honoring his service to our nation."
Governor Cuomo has directed that the flags on all State buildings be lowered to half-staff in honor of and in tribute to New York service members and those stationed in New York who are killed in action or die in a combat zone. Flags are currently at half-staff in honor of President George H. W. Bush and will be lowered again on Monday, Dec. 31 in honor of Major James M. Brophy of Dutchess County and other Marines killed in an air collision earlier this month. Flags will be lowered on Wednesday, January 2, following the New Year's Day holiday, in honor of Pfc. Mikeasky.
KENTUCKY : JANUARY 1, 2019
FRANKFORT, Ky. (Dec. 31, 2018) - Gov. Matt Bevin has proclaimed that U.S. and state flags be flown at half-staff at all state buildings on Tuesday, Jan. 1, 2019, from sunrise to sunset, as a mark of respect for fallen Louisville Metro Police Department (LMPD) Detective Deidre "Dee Dee" Mengedoht.
"Today, many from throughout Kentucky and across America attended a memorial service to pay respects to Detective Mengedoht and her family," said Gov. Bevin. "It was a sobering reminder of the sacrifices that our law enforcement officers make every day as they protect and serve the rest of us. For this reason, it is fitting to pay tribute on the first day of the New Year, to the life and selfless service of this fallen officer.
"There is truly no greater sacrifice than that of a person willing to lay down their life for others. Detective Mengedoht embodied the very best characteristics of our society, and we ask the Commonwealth to join us in honoring her life and line-of-duty death, by lowering all flags to half-staff on New Year's Day 2019." Detective Mengedoht was killed in the line of duty on Dec. 24, while conducting a traffic stop on Interstate 64 in downtown Louisville.
Gov. Bevin encourages all Kentuckians, businesses, organizations, and government agencies to join this show of support for Detective Mengedoht's family and the Louisville Metro community. KRS 2.041 grants the Governor authority to issue a proclamation calling upon state officials to display U.S. flags at half-staff on all buildings, for not less than one day, in the event of the death of Kentucky emergency response personnel in the line of duty.
